Paint.Net is a free Windows image and photo editor which aims to duplicate most of the basic (ie most-used) functions of Photoshop.
Apparently it was originally developed as a replacement for MS Paint, but has evovled into much more. Supports layers, special effects and unlimited Undo commands among other things. Did I mention its free? Nice.
